Diversified IT Company Fiscal Services Limited
(FSL) is a diversified Information Technology (IT)
company, providing a full range of services for the
Government of Jamaica. These include:

- Network communications
- Quality assurance and systems testing

FSL is an Agency of the Ministry of Finance with
a staff of 189, with headquarters in Kingston.

History of FSL
Incorporated in 1985, the Company's shares were
initially held by the Revenue Board on behalf of the
Government of Jamaica. In 1991, these shares were
transferred to the Accountant General, and by 1999,
the CompanyÕs scope of operations was expanded.
Role In Jamaica's E-Government Programme
FSL's provision of state-of-the-art information
technology services to Government Ministries and
Agencies is the driving force in the ongoing
modernization programme for the development of an
effective e-Government system.
The initial programme being spearheaded by FSL
involves integration of existing computer systems
for trade and fiscal services, facilitating the
processing of import and export documentation,
importer and exporter registration, the collection
of taxes, and enhanced tax compliance by companies
involved in trade.
FSL and the ICT Project
In Phase One of the ICT Project, FSL is responsible
for web enabling Trade Facilitation Agencies
including JAMPRO, Trade Board and Jamaica Customs,
as well as the Ministries of Health, Agriculture and
National Security and the Bureau of Standards in a
Wide Area Network (WAN). Online services and revenue
collection functions being addressed in this phase
include, Jamaica Customs, Property Taxes, General
Consumption Tax (GCT) and general receipts,
including Motor Vehicle Certificates of Fitness and
Drivers License Fees, as well as Traffic Ticket
fines.
FSL has already web enabled JAMPRO, the Trade
Board and Jamaica Customs. The Company has also
facilitated inter-agency connectivity and the
sharing of information among revenue departments, to
enhance their efficiency and promote increased
customer satisfaction.
Major FSL Projects
- Ministry of Finance & Planning: Developed
the Jamaica Budget Information System, the
Securities Management System, Bank
Reconciliation System and the Automated Pensions
System.
- Jamaica Customs: Computerized the Head
Office and satellite sites. Designed the system
for electronic filing of import entry documents
and online payment of customs duties.
- Tax Administration Department: Developed the
Integrated Computerized Tax Administration
System which interfaces with the Property Tax
System Taxpayer Registration Number (TRN)
System, Tax Compliance Certification (TCC)
System, Automated Motor Vehicle System,
Integrated Cash Remittance System and Stamp
Office Information System.
- National Land Agency: Developed the Land
Valuation System.
- JAMPRO: Developed the Exporter Registration
System.
- Trade Board Limited: Developed the Trade
Board Information System which facilitates
online trade license and certification
applications.
