Fact Sheet - Trade Board

An Agency of the Ministry of Commerce Science and Technology, the Trade Board grants export and import licenses to Jamaican business and issues trade identification numbers. A limited liability company, headed by a Trade Administrator and managed by a Board of Directors, the Trade Board operates from offices in Kingston and Montego Bay.

The Board has recently optimized its processes, and is now being computerized. Full computerization will allow for:

  • Online processing of import licenses,
  • Validation of export certificates, and
  • Computer linkages with other key Government agencies and international commerce-related organizations.

Expanded Role for the Trade Board
The Trade Board has assumed responsibility for the implementation of a major element of the Government's Electronic Transaction Policy, as it has been mandated to function as the central clearing house and Public Key Facility for all e-business activities.

In this capacity, the Trade Board will serve as the registration and certifying authority which will:

  • facilitate applications to secure the Internet for e-business through the use of digital certificates.
  • be responsible for both authentication and authorization of Internet users and
  • ensure confidentiality of information stored and communicated on a global scale.

Public Key Infrastructure
Public Key Infrastructure (PKI) revolves around trust and:

  • Combines encryption technologies, software and hardware
  • Provides security for communication, business transactions and networks
  • Integrates digital certificates, digital signatures, public key cryptography, Certification Authorities and Registration Authorities into a network security architecture.

Ensuring Security of Information

PKI is expected to provide the following:

  • Assurance that information sent and received electronically has not been tampered with or altered
    in any way
  • Certainty of the source and destination of the information
  • Assurance of the time and timing of that information
  • Assurance that the information may be introduced as evidence in a court of law
  • Security of intra and inter office communication via e-mail or other network communication technologies
  • Confidentiality and security of online business transactions
  • Protection of card numbers and other personal data from theft and misuse when credit/debit cards are used to pay for goods and services online.

The Certification and Registration Authority
Key to the operation of the PKI is the Authority for Certification and Registration of the trusted third party conducting business over a network (Internet). Without face-to-face contact, the Certification Authority issues a Digital ID/Certificate, which can be used to encrypt data and validate digital signatures.

Digital Certificates are only issued after the Registration Authority has recorded and verified all the relevant information, in particular, the identity of the applicant.

Enhancing JamaicaÕs International Standing & Competitiveness
In enacting legislation and identifying a central public facility with responsibility for electronic transactions, Jamaica can benefit from the expertise of international organizations such as the International Telecoms Union, which has already provided some support to the Trade Board. A secure framework, supported by legislation, will instill confidence in local entrepreneurs, potential business partners and international investors, doing business in Jamaica.
