COMMUNITY OUTREACH SPECIALIST
The Government of Jamaica has received a loan from the Inter-American Development Bank (IDB) to assist in financing the Information and Communications Technology Project (ICT). The ICT project is being implemented through the Ministry of Industry Technology Energy and Commerce (MITEC). The objectives of the ICT project are structured in four components:
a) Strengthening of MITEC to enable it to play a leading role in increasing Jamaica’s e-readiness b) Support for the increased use of ICT in the public sector c) Support for expanding internet access in low-income communities
The objective of the Community Outreach Component, that is, objective (c), is to enable low income persons to gain access to the opportunities that the internet opens up for communicating, learning, identifying employment, income generating activities, and improving community welfare.
MITEC is therefore seeking a Consultant to assist the Project Manager by initially engaging communities interested in establishing Community Access Points (CAPs). The incumbent will assist these communities to satisfy the requirements for assistance, monitor the progress being made by CAPs, conduct follow up visits, respond to verbal and written queries, deal with specific queries and perform related duties as directed.
Applications for the Consultancy should come from IDB member countries. QUALIFICATIONSIndividuals wishing to offer this service should possess a Bachelors Degree in Information Technology, Social Science or a related field with experience in working with Community Based Initiatives (CBI) or Non-Governmental Organizations (NGO). The individual should be able to use software tools including MICROSOFT Word, Excel and Power Point. Familiarity with free and open source software such as Linux, Firefox, Open Office would be an asset. EXPERIENCE· At least three (3) years experience, understanding, and collaborating with CBI/NGO stakeholders. · Project experience will be a distinct advantage. · Strong English Language communication skills DURATIONThe consultancy is expected to commence in April, 2007. The Consultant’s participation is expected to be two (2) years. SUBMISSION OF PROPOSALS
