Invitation to Bid

The Government of Jamaica has received a loan from the Inter-American Development Bank (IDB) to assist in financing the Information and Communications Technology Project (ICT), and intends to apply a part of the proceeds of this loan to payments under contract for Information Technology Software, Hardware and Services - MITEC/2007/00039. This procurement will be jointly funded by the Government of Jamaica (GOJ), the Inter-American Development Bank (IDB) and the International Telecommunication Union (ITU).  The Ministry of Industry, Technology Energy & Commerce (MITEC) now invites sealed bids from eligible Bidders for the supply of equipment  to facilitate the implementation of the Information Technology Software, Hardware and Services.  The equipment shall consist of:

Computer Hardware and Associate Software to Support the Establishment of a Public Key  Infrastructure

 The goods shall be delivered to The Trade Board limited, 107 Constant Spring Road, Kingston 10.  The delivery completion period is 6 months after the award of contract. 

Eligibility for the award of contract to supply:

• Firms must be tax compliant
• Listed with the National Contracts Committee for the supply of similar equipment
• In good financial standing
• At least five years managerial and technical expertise that is accessible and available to perform the services
• Demonstrated experience, supported by two examples, in delivering similar services of comparable scope and complexity
• Must be from an IDB Member Country

A marginal preference is given to goods originating from the Purchaser’s country.

Deadline for Submission of Bids

Submission should be delivered to the below stated address by March 26 , 2007 at 2:00p.m.

Late bids shall be rejected. 

Bid Opening

Bid will be opened in the presence the Bidders’ representative who choose to attend at the address, date and time indicated in the Bidding Documents.

Purchase of Bidding Document

A complete set of biding documents in English may be purchased by interested bidders from IDB member countries on submission of a written application to the address below, and upon payment of a non-refundable fee of Three Thousand Jamaican Dollars ($3,000.00); or in US Fifty Dollars (US$50.00) in Cash, Manager’s Cheque or Bank Draft payable to the Ministry of Commerce, Science and Technology. The bid document can be obtained electronically by sending a request to rgordon@mct.gov.jm

Interested bidders may obtain further information from the Project Manager, IDB Project Execution Unit, MITEC and inspect the bidding documents at the address given below from 10 a.m.- 4 p.m.
