REQUEST FOR PROPOSAL

 

 

MIS - IMPLEMENTATION

 

1.      BACKGROUND

 

The Government of Jamaica (GOJ) received a loan from the Inter-American Development     Bank for the implementation of the Information and Communications Technology Project. The Project components are: (a) strengthening the Ministry of Industry Technology Energy and  Commerce (MITEC); (b) introducing E-government (Government online) in key agencies to improve efficiency in the public and private sectors; (c) increasing community access to the Internet in low-income areas (“bridging the digital divide”); and (d) augmenting human capital in ICT.  Total Project costs is US$14.5 million, of which US$8.5 million is financed by a Bank loan (OC). The Executing Unit is MITEC.

 

The E-government component will support efforts in two areas: (a) putting a number of fiscal agencies on line and (b) web enabling the operations of key trade agencies.  This component will increase the efficiency and effectiveness of fiscal and trade agencies. It will also reduce the transaction costs incurred by citizens and business when they deal with the government.

 

The Project Execution Unit (PEU) requires the implementation of a Management Information System (MIS) to track the results of the project.  The system is to be redeveloped and related documentation and training completed.

 

MITEC is seeking a Consultant to assist in the redevelopment of the MIS.

 

 

2.      INVITATION TO PROPOSE

 

The Ministry of Industry Technology Energy and Commerce now invites interested individuals to propose for the redevelopment and implementation of a Management Information System (MIS) to track the results of the project.

 

You are encouraged to present a proposal including but not limited to:

 

  • Detailed Implementation Plan
  • Experience and qualification in the field of web development and database design
  • Estimated cost for this undertaking
  • References

 

 

3.      PROJECT OBJECTIVES

 

3.1           To develop the functionality of the system.

3.2           To provide training relevant to operation, installation and documentation of the system.

 

4.      CHARACTERISTICS OF CONSULTANCY

 

4.1           Type of Employment:     Individual

 

4.2        Duration:

The project is expected to commence in April, 2007. The Consultant’s participation is expected to be two (2) work months.

 

4.3        Place of Work:

The Consultant’s tasks will be undertaken at The Ministry of Industry Technology and Commerce at 36 Trafalgar Road, Kingston 10, and the Consultant’s domicile,

 

4.4        Qualifications:

Certificate in Web development, database design (minimum requirement)

 

4.5        Experience:

Development of web enabled application to allow establishment of benchmarks, entry of data by multiple users across the web, report generation to indicate performance vs. benchmarks.

 

5.      ACTIVITIES

 

The consultant will be required to:

 

5.1           Work with the MITEC/PEU to review and reconfirm the requirements of the system.

 

5.2           Develop as necessary all the files to achieve full functionality of the system.

 

5.3           Develop and provide the system’s installation disk.  The disk should contain the all the files created for the system installation, operation and restoration. 

 

5.4           Prepare the System Instructions Manual instructing how to install, operate and maintain the system.

 

5.5           Provide training relevant to operation, installation and maintenance of the system.

 

  

6.      The MITEC will be required to:

 

6.1            Provide suitable facilities to allow the Consultant to work while in office.

 

6.2           Reference material such as the IDB and GOJ guidelines for the procurement of goods and consulting services.

 

6.3           Reference materials on the specifications, data management, and reporting requirements of the system.

 

6.4           Provide the consultant with any input information required and feedback on the system being developed.

 

6.5           Manage the entire redevelopment process required.

  • Set of computer files and scripts for the system
  • Documentation of the system structure and operations manual/user guide
  • Training of user

9.      ADDITIONAL WORK

Any additional work to that specified in this Terms of Reference must be clearly identified and accepted by all parties.

 

10.  SUPERVISION

The Project Manager in the PEU will be responsible for supervising the satisfactory completion of this contract.
