WEB DEVELOPER  

 

Terms of Reference

 

 

1.      BACKGROUND

 

1.1.            The Government of Jamaica received a loan from the Inter-American Development Bank for the implementation of the Information and Communications Technology Project. The Project components are: (a) strengthening the Ministry of Industry Technology Energy and  Commerce (MITEC); (b) introducing E-government (Government online) in key agencies to improve efficiency in the public and private sectors; (c) increasing community access to the Internet in low-income areas (“bridging the digital divide”); and (d) augmenting human capital in ICT.  The total Project cost is US$14.5 million, of which US$8.5 million is financed by a Bank loan (OC). The Executing Unit is MITEC.

 

1.2.            The E-government component will support efforts in two areas: (a) putting a number of fiscal agencies on line and (b) web enabling the operations of key trade agencies.  This component will increase the efficiency and effectiveness of fiscal and trade agencies. It will also reduce the transaction costs incurred by citizens and business when they deal with the government.

 

 

2.      PROJECT OBJECTIVES

 

2.1.         To develop and maintain websites under the ICT/GOJ Project.

2.2.         To document the designs.

2.3.         To provide training relevant to operation, installation and documentation of the system.

2.4.         To assist in the preparation of specifications for hardware and software to be acquired under the project.

2.5.         To monitor the deployment of hardware and software under the Project.

2.6.         To assist in the collection of data for site update

 

 

 3.      CHARACTERISTICS OF CONSULTANCY

 

3.1.         Type of Employment:        Individual

 

3.2.           Duration:

The consultant is expected to commence in January, 2007. The Consultant’s participation is for two (2) years with an option to renew.

 

3.3.         Place of Work:

The Consultant’s tasks will be undertaken at The Ministry of Industry Technology Energy and Commerce at 36 Trafalgar Road, Kingston 10

 

3.4.         Qualifications:

Web development, database design

             

            Experience:

·        At least 3 years work in the Internet website field.

·        At least 2 years website development experience, with appropriate portfolio of successfully completed projects.

·        At least 2 years developing technical standards.

·        Demonstrable track record working with W3C standards

·        Development of web enabled application to allow establishment of benchmarks, entry of data by multiple users across the web, report generation to indicate performance vs. benchmarks.

·        Track record in training and knowledge transfer.

·        Strong English Language communication skills (written)

 

 

4.      ACTIVITIES

 

The consultant will be required to:

 

4.1.         Manage and maintain the Project MIS web site running on a server, working with a variety of content providers and departments.

 

4.2.         Develop as necessary all the files to improve the functionality of the system.

 

4.3.         Develop and maintain backups on and offline. 

 

4.4.         Update the System Instructions Manual detailing how to maintain the system.

 

4.5.         Provide training relevant to operation, installation and maintenance of the system.

 

4.6.         To develop and maintain  websites for the ICT/GOJ Project

 

4.7.         To document the designs.

 

4.8.         Organize Content. Program HTML and upload pages on to the site.

 

4.9.         Integrate multimedia assets and application on the site.

 

4.10.     Develop and maintain a strategic plan for MITEC Internet presence, based on management priorities, policy directions, and goals.

 

4.11.     Create enhancements and modifications to the web site.

 

4.12.     Assess new standards, technologies and trends, and formulate new strategies and plans for enhancing the site.

 

4.13.     Produce a consistent visual image on the site by:

 

·        Promoting uniform fonts, formatting, icons, images

·        Layout techniques, and modularization, including maintenance of template and image archives.

 

4.14.     Determine appropriate compression techniques, resolutions, sizes, colour maps, and depths to ensure that images are delivered to the viewer at sufficiently high speed and quality.

 

4.15.     Manage links and cross promotions with other sites, ensuring that links are up-to-date

 

4.16.     Update information in pages and databases so that content is kept accurate.

 

4.17.     Check bugs and problems, diagnose and fix them.

 

4.18.     Ensure that webmaster mail receives timely responses.

 

4.19.     Analyze traffic statistics and report on a weekly basis relevant information.

 

4.20.     Develop, research, lay out, write/edit new sections/features.

 

4.21.     Create graphics for lower level pages.

 

4.22.     Keep up-to-date with web technologies.

 

4.23.     Use Adobe Acrobat to deliver forms via the internet.

 

4.24.     Create in-house training materials as well as multimedia designs and presentations

 

4.25.     To assist in the preparation of specifications for hardware and software to be acquired under the project.

 

4.26.     Monitor and deploy hardware and software under the project

 

4.27.     Visit Computer Access Points to install and upgrade software and/or hardware

 

 

The MITEC will be required to:

 

4.28.     Provide suitable facilities to allow the Consultant to work while in office.

 

4.29.     Reference material such as the IDB and GOJ guidelines for the procurement of goods and consulting services.

 

4.30.     Reference materials on the specifications, data management, and reporting requirements of the systems.

 

4.31.     Provide the consultant with any input information required and feedback on the system being developed.

 

 

5.      DELIVERABLES

 

  • Propose methodology for maintenance of the MIS
  • Update the MIS
  • Create and obtain contents to enhance the Project related websites
  • Incorporate best practices in the evolution of the Project related websites
  • Keep the Project related websites updated
  • Monitoring of Project related website development.
  • Content management of Project related websites.
  • Security testing and evaluation of Project related websites.

 

6.       ADDITIONAL WORK

Any additional work to that specified in this Terms of Reference must be clearly identified and accepted by all parties.

 

 

7.    SUPERVISION

The Project Manager in the PEU will be responsible for supervising the satisfactory completion of this contract. The Consultant should report directly to the Project Manager.
